The STELLAE 5.0 universe
A public-private participation project for the universalization and democratization of Cultural Heritage.
Institutions
A project involving public institutions such as the Conference of Rectors of Universities and Polytechnic Institutes of Southwest Europe (CRUSOE), the Xunta de Galicia and about thirty European universities. Their joint work will allow a very enriching supra-regional universal vision.
Companies
In the nature of the project is the joint work of the public-private sector that results in a benefit for a significant percentage of society. At the beginning, NTT Data and, during the course of the project, numerous local, national and international companies will provide STELLAE 5.0 with resources, training and activities and will bring it closer to the private sector praxis.
Partners
Entities that do not belong to the two previous categories, such as the Third Sector: non-profit groups, civil society organizations, foundations, associations, cooperatives, religious and other organizations that work to achieve a positive impact on society. Together, they will work closely with STELLAE 5.0 on a one-off or ongoing basis to bring it closer to the reality of local heritage, as well as initiatives of a different nature and scope.
Objectives
General Objective
Promote economic reactivation and employment generation by taking advantage of the Cultural Heritage resources of southern Europe and, in particular, those linked to the Way of St. James.
Specific objectives
To lead the process of digital transformation of the Cultural Heritage linked to the Way of St. James, taking advantage of Spain’s leading position in global heritage scope, the richness of its heritage resources and the solid brand image of the Way of St. James.
To advance and deepen the process of digital transition of Cultural Heritage resources linked to the historical territories of the Ways of St. James.
Promote public-private collaboration for digitalization, ICT infrastructure, creation of cultural content, training, organization of the territory and cultural and entrepreneurial spaces.
Promote the formation of human capital, as well as the preservation, valorization and diffusion of Heritage.
Strengthen and exercise leadership in keeping with the Cultural Heritage present in its rich historical Heritage.
Actions
1. Digitization
The project STELLAE 5.0 includes, on the one hand, actions for the digitization of heritage resources linked to the Way of St. James; on the other hand, actions for the recovery of already digitized content, through metadata tagging or technological updating of formats; and finally, actions for the modeling of Heritage information and digital transformation.
Actions
- Creation of audiovisual and sound records in digital format.
- Digital transformation of physical or analogical heritage resources.
- Scanning of documentary collections (classic digitization).
- Increased layers of information of active resources with methodologies such as BIM, GIS, etc.
- Increase the possibilities of interaction of heritage resources with techniques such as gamification or technological resources like augmented reality applications.
All these actions are part of the strategic axis 6 “Culture and smart tourism” of the Galicia Digital Agenda 2030.
Heritage stakeholders
Due to the collaborative nature of the STELLAE 5.0 digital platform, scanning actions will be carried out by three types of heritage stakeholders:
- Publishers/catalogers: participants in the project, Amtega, Consellería de Cultura, Educación, Formación Profesional e Universidades, and companies specialized in the cultural sector that will go to public call of the project.
- Expert collaborating users: all GLAM (Galleries, Libraries, Archives and Museums) and actors with a verifiable level of specialized knowledge.
- Collaborating users: non-professionalized users or users who feed the platform in an unregulated manner, citizens, grassroots associations and the Third Sector.
2. ICT infrastructures
The project STELLAE 5.0 will promote private and public collaboration to facilitate the constitution of a digital infrastructure of Cultural Heritage linked to the Way of St. James with a global leadership vocation. One of the objectives of this infrastructure is the consolidation in the digital environment of the values that led this route to achieve a distinction from the Council of Europe as the first European Cultural Itinerary (1987) and the declaration of World Heritage (1993) by Unesco.
This ICT infrastructure will allow not only the massive storage of data and information, but also its updating and processing, differentiated access by layers, monitoring and the generation of knowledge from its processing.
This infrastructure is part of strategic axis 5 “Digital connectivity of the territory” of the Galicia Digital Agenda 2030.
As it handles intangible resources, it must provide a secure environment, especially in the management of participants’ property rights, to reach a high volume of users and ensure the sustainability of the infrastructure and the profitability of the services that operate through it. Likewise, the platform will pay special attention to interoperability with other cultural platforms related to the heritage resources of the Way of St. James.
The infrastructure must also serve to support the entrepreneurial initiatives that arise thanks to the project, through the European network of collaboration defined by the Digital Heritage Innovation Accelerator, as well as the actions to promote employment (interuniversity master’s degree in Digital Cultural Heritage and retraining programs), the calls aimed at SMEs or freelancers, or the direct use of the platform.
It is, therefore, a public-private digital infrastructure, thematic, designed to generate social, cultural and economic value of the digital transition of heritage resources linked to the Way of St. James.

3. Digital contents
The project STELLAE 5.0 includes as a strategic activity the creation of digital cultural contents specialized in the field of Cultural Heritage, as well as the digital transition of physical or analogical cultural contents.
These contents will serve as the basis to feed the digital infrastructure of Cultural Heritage linked to the Way of St. James STELLAE 5.0.
The creation of cultural contents in this platform is part of the processes of valorization of the own heritage resources and, therefore, it is considered strategic to generate economic, social and cultural wealth, both in Galicia and in Spain. It is part of the strategic axis 6 “Culture and smart tourism” of the Galicia Digital Agenda 2030.
The project will also serve to promote the creation of opportunities in rural areas emptied by the lack of employment and the consequent demographic deterioration, through the generation of ad hoc cultural content.
Heritage stakeholders
Due to the collaborative nature of the project, three types of heritage actors will be in charge of content creation, and will also be able to monetize their work through the platform:
- Citizenship, grassroots associations and Third Sector.
- Institutional Heritage stakeholders: public administration, universities and GLAM.
- SMEs and freelancers in the cultural sector.
- CRUSOE, Agrupación de Ciudades Patrimonio de la Humanidad de España and Organización Máquina del Tiempo.
Performance
- Creation of new digital cultural platforms.
- Creation of new digital cultural processes.
- Creation of new digital cultural contents or products.
- Integration of new heritage actors in digital creation and marketing.
- Implementation of a strategy to create new audiences that participate in the valorization of Cultural Heritage and the digital Cultural Heritage economy.
4. Training
The project STELLAE 5.0 includes two major groups of highly differentiated training activities.
Performance:
- University training actions at postgraduate level: Master’s Degree in Digital Cultural Heritage.
- Training actions for the professional recycling of priority groups in employment policies.
Both actions are part of the strategic axis 2 “Digital and inclusive society” of the Galician Digital Agenda 2030.
The master’s degree, promoted by CRUSOE, will be strongly oriented to entrepreneurship. This is the first interuniversity and international master’s degree in Humanities that includes the entrepreneurial vision and a business factory, the Digital Heritage Innovation Accelerator. It is aimed at students from Spanish and Latin American universities.
The entrepreneurship program of this master’s degree will be supported by the STELLAE 5.0 ICT infrastructure to develop innovative business models based on the heritage resources linked to the Way of St. James.
The retraining program will also rely on this ICT infrastructure to develop entrepreneurial initiatives for employment or self-employment. This is a free, complementary and non-recruited information program.
The training actions of the STELLAE 5.0 project are part of the policies of integration of citizens and educational institutions in the value chain of digital Cultural Heritage, not only as recipients, but as essential actors in the transformation and/or creation of digital heritage resources, which multiplies the power and capillarity of the project in socio-economic and socio-cultural terms.

5. Entrepreneurship
The project STELLAE 5.0 will promote a set of entrepreneurial initiatives specialized in the field of Heritage, which will be key in the valorization of the digital Cultural Heritage linked to the Way of St. James.
Performance:
- Entrepreneurship actions and support for entrepreneurship associated with the Business Factory linked to the Master’s Degree in Digital Cultural Heritage.
- Entrepreneurship actions and support for entrepreneurship associated with professional retraining.
- Entrepreneurship actions and support for entrepreneurship associated with new heritage stakeholders, citizens, grassroots associations and/or the Third Sector.
- Actions to support the protection of intellectual and industrial property.
All these actions are framed within the strategic axes 2 “Digital and inclusive society”, 6 “Culture and smart tourism”, 7 “Sustainable digital economy” and the transversal axis “Technological specialization” of the Galicia Digital Agenda 2030.
The training of human capital under the project STELLAE 5.0, together with access to digital Heritage resources, through the STELLAE 5.0 digital infrastructure, will be two of the keys to boost these entrepreneurial initiatives. In addition, the project plans to support these initiatives through financial instruments and business advice, in order to generate an economic return on investment from digital cultural content.
Instruments
The instruments that STELLAE 5.0 will use to promote entrepreneurship will be the following:
- Heritage Business Factory: business factory linked to the Master’s Degree in Digital Cultural Heritage, in which relevant actors in the Cultural Heritage sector, the ICT sector and the audiovisual sector will participate as teachers and mentors.
- Re-work, Re-integrate, Re-enter: a qualification/re-qualification, integration and entrepreneurship program for priority groups in employment policies.
To give continuity to the Digital Heritage Innovation Accelerator, potentially, the creation of a public-private partnership commercial enterprise, K2B Knowledge to Business, whose objective would continue to be to support entrepreneurial initiatives in the heritage field, intensive in the use of ICT.
It is estimated that the set of training and entrepreneurship actions have the capacity to generate 840 direct jobs and more than 200 indirect jobs.
